Antique Rare Miniature Gargoyle Whale Oil Lamp

This is an item I have had for many years and I cannot find out anything about it. I bought it about 40 years ago and the owner thought it was a lamp and it had been in her family ever since she remembered. It looks like it is made out of pewter and it measures 1 5/8 by 3/4 of an inch across the top and it is one inch tall.

It certainly is very unusual. If any of you know anything about it, I would be interested. Thank you for your interest.
